Agree.
Fresh grad are dx9B. However because you are from NUS, that entitles you to around 3k as compared to 2.5k if if you are non honours and private U.
For your honours, let's be realistic, 3.2k starting. Its a dream come true for a lot of people.
Let's keep in mind government workers rely heavily on bonus.

Another sour grapes
Work long enough and you will realise, advertisement (career@gov) and interview and actual job, can be different.
The most common one is the HR anyhow post onto career@gov without consulting the hiring manager. Then the hiring manager going to post out already why do they care about you newbie.
School only gives u 50% of competencies. Grab the job and level up.
