I'm still currently on student pass as I'm still a student.
So upon my graduation, I have to apply for PR and a job with the govtech.

Promotion depends not only on consistent performance but also the number of years in grade. Equally important is the availability of post at higher grade.

Yes there is. Grade C is usually the base rate for each scheme of service. Different schemes have different base rate for C grade.

If your CEP is very low, not much hope for advancement.. Some RO is terrible and mean..

CEP determines how far you can go in your career. CEP is a very blunt tool.
Min Chan Chun Sing announced that there will be a refreshed approach to this. if you are in CS, look up ‘Our Core Competencies’ in Learn@Gov to find out more.
