I believe some roles are open to foreigners (e.g. scientific research), but most positions require minimally Singapore PR. Those in in ministries and sensitive roles are usually open to citizens only plus you'll need to go for security clearance. Promotion depends not only on consistent performance but also the number of years in grade. Equally important is the availability of post at higher grade.

Yes there is. Grade C is usually the base rate for each scheme of service. Different schemes have different base rate for C grade.

If your CEP is very low, not much hope for advancement.. Some RO is terrible and mean..

CEP determines how far you can go in your career. CEP is a very blunt tool.

Oh yes, I may be Vietnamese but I can assure you I blend in like a Singaporean.
Alof of people don't even notice I'm Vietnamese cause I been here since asean scholar sec 3.
