It is true that for most public sector they are looking for candidates with good hons (generally referring to 2.1/1 hons). But that is just a guideline. There are many people getting in into public sector as a freshgrad with a 2.2 hons. It all boils down to your past experiences and how you perform in the interview. Though it is still true that with a 3rd class hons is harder (not no chance) to enter public sector. It is better that with a CAP of 3.8 that you continue with your 4th year.
The reason people from local uni tends to enter public sector, MNCs, banks or big4 was that they offered either opportunities or higher pay, and may be both. From experiences, most (not all) SMEs will not be paying fresh grad >3k and the growth opportunity is also very limited.
But recently, big4 have also start to accept people with 3rd class or no hons. Few of my friends from NTU and NUS went in with no hons.

If you're good, you'll be good since young. Of course there are late bloomers, but they cannot help is as certain courses in certain local unis are reputed to be quite easy to get 2nd upper and above.

i agree , one good example is SIT and unisim. getting first class is damn easy
