It is not actually common. There are people who I know works under PSA that gets their offer letter within a week and not months. Just a lower position to what I applied for. To be fair, a verbal offer is considered a hope to get the job

Actually, it is common and there is plenty of feedback in this forum.
A written offer would have been far better.
Don't give false hope.
