IMDA is the 4th gov agency I joined in my career. There are really a lot of mediocre people here compared to other gov agencies. Those promoted to TLs are mostly bootlickers and wayang kings, not because they are good performers.

any examples of these mediocre people? I'm joining them soon and am curious what's the culture like in there.

TL = team leads. Mediocre as in jiak liao bee.

Team Leads aka Supervisors

Based on my observation, as long as u are at M2 or SM level and wayang hard enough to fool your Dir, u have a decent chance of being a TL

as an aspiring tech specialist, which is the best agency to join?

Hmm horrendous Dirs, and there are a few, arguably worse then jialat TLs. Bad TLs still got chance to be shuffled into non-management roles. Can't say the same for bad Dirs.
