I can't comment on how you are doing as it depends on many factors.

My self assessment is that I am not doing well. I am not a smart guy but I spent a lot of time and effort to reach an average level during my school life. I would not go out or have any social life as I knew that if I did that I will not be able to get average grades.

Then, when I started working, I was always worried that I will lose out to all the smart people around me and hence I worked extra hard. I neglected social life and didn't party.

Now, at 39 earning $65k pa, I am still single and a loner. I don't have friends and I don't know how to make friends.

Are you staying with your parents?

Do you save a lot? How much is your net worth?

I bought a resale HDB house a few years back. I live alone.
I am still servicing the mortgage as the house cost me $450k.

You are doing not too badly since you can afford a 4 room HDB flat.

You can always make friens in this forum or you can join charity organisations to do charity work to help the poor, needy and elderly. You won't feel so lonely if you keep yourself busy in doing good work for society. And who knows, you might meet a nice kind lady as a wife.

Agree with this. As long as you're not struggling to make ends meet, you're already fortunate. You could explore these options:

1) Casual Gatherings/Outings
Join forums/associations/etc and meet more people. There are lots of other people around facing the same situation as you. Meet more people and make friends with them. Connect with them on a personal level and establish long-term relationships (friendship, or even more).

2) Your Interests/Hobbies
Find out what you enjoy doing, and join associations/clubs in Singapore that specially cater to your hobbies. It's easier and more fun to make friends that way.

3) Re-connect
Re-connect with your long-lost friends from school, etc.

4) Explore the possibility of getting a Girlfriend/Wife
There are an increasing number of singles in Singapore. Go on dates, etc. There are many avenues specifically catered to these (e.g. ://.meetup.com/cities/sg/singapore/singles/). Go in with an open mind. Even if you do not find a wife there, you may be able to find some good friends.

5) Social Work
Help the needy; it's fulfilling.

The main point here is that you're not alone. There are many Singaporeans out there who are in the same as you. Try to attend events and find friends there. Often in life, you do not need to have too many friends. Having 5 very close great friends would be more than enough.

Good luck!
