which I think is very inaccurate, normally they give increment according to % one, ie "C" get 5%, "B" get 6%.

Civil service still use the Fix Lump Sum increment now??? Ie As you mention, regardless of one's basic salary, mean all "C" will get +204, and all "B" will get +244 ??True or False??

Yes, it does. U must be thinking there will a second round of increment for u. haha

Annual increment (i.e merit increment) depends on your current grade, Performance Grade and CEP.

Two MX 12s with same performance grade can get different merit increment because of their CEP. This is where you can know where you stand relative to your peers.

I got a promoted last year to MX 11. I got 366 MI as a 'C' grader for this year. Don't know my CEP. Maybe MX 10, maybe MX 9.

One more thing, no point comparing percentages I think. The higher your original salary, your % increment will be smaller. Look at absolute values to compare. It is not possible for a good performer to maintain the same % increment. Can't happen. He will reach his ceiling in double quick time and civil service manpower costs will go through the roof in a very quick time.
