Well I think the intention in the letter is that the person on the program is advised not to disclose to their colleagues etc . In this case, there are no names mentioned etc, the writer is just providing additional information that maybe helpful to others who are not so well informed. No harm doing that.

Do you have colleagues who keep humble bragging on FB about their impact on students, or how everything in their lives revolves around teaching, like getting inspired about a lesson idea from taking a walk? No wonder MOE thinks that passion, and not a fairer wage, is enough to motivate us. What a noble calling.

A friend who got promoted to 5A told me he received only about $200. This is his merit plus promotion increment. My merit increment alone is bigger than his. They can't give too much increment to 5A I guess otherwise they will reach the ceiling too quickly.

Yup, and now that he is at 5A, it will become more difficult to get B or A grades compared to at 5, as they are now ranked against the cream of the crop of the HOTs.
It's all part of the plan...
