The objective of appraisal, is basically to determine whether people are pulling their weight. Are they under-performing, performing, or over-performing.

Whether you are performing, can be easily determined by whether you achieved the KPIs assigned to you at the start of the year.

Fail to achieve the KPIs = underperforming
Met the KPIs = performing
Exceeded the KPIs = overperforming

And of course, the KPIs set at the start of each work year has to be reasonable, and can be humanly done within the scope of official work week.

Is this really very hard to do?
Yes. Any system sounds good when you just describe it in theoretical terms. It's the implementation and when you have people implementing it that it becomes a problem. I guarantee there will be people complaining even with this seemingly perfect system that you believe in

Please point out the problem with implementation?

Or is there a problem, because management is unable to set reasonable KPIs because they have been milking the staff dry and understaff the entire system for years?

If they were to assign reasonable workload and KPIs, they don't have enough staff to get the work done, and it makes them look bad.

And if they want to get the work done, but to do so, require setting unreasonable workload and KPIs (work cannot be done within the legal work week), it also makes them look bad.

And if so, then it just reflects that the system is rotten, and HR has failed.
