Based on sch or HQ?
I asked P she said is dependant on HQ?

Ask your RO if you can be reassigned to other roles that allow you showcase your ability to perform above your paygrade.

Of cos P wants to push the blame to HQ and avoid being the bad guy lah
Yes, it is true that promotion is ultimately determined by HQ.
But P has the power to raise your CEP, award good performance grades, and accelerate pace of promotion.
Within schools, there are people from same course, same year, same honours, being promoted at different pace.
Where does hq gets the inputs to decide on the different pace of promotion?
Of course from the school lah.

If you're willing to take a gamble, then I guess it's good to try.
Transferring does have its political complications. Also know of someone who's been applying to transfer out for years but somehow it's very hard to get out mainly due to lack of vacancies. Again, this may depend on your luck due to limited choices.

Yes it's true, but it can't be done for everyone. If you have 'market spoilers' in the same subgrade as you in your school, they'll get the good grades while you wait. Whether you are viewed and rewarded as a 'good performer' with 'high potential', unfortunately, is always relative to others that you are being compared to.

I have been in service for 7 years already and still stuck at Geo 3.
I decided to switch to a new school. Hopefully that would increase my chances of getting promoted

Actually, no.
Your new school will have to observe you at least for 2 years before raising your CEP so ultimately, about the same
