Do civil service pay bonus that well? I thought most companies (those well established) would offer good bonus like 4-5 mths at least too?

Civil service annual package has been quite consistant. It is safe to assume average min of 16 month, more commonly 17 or 18 for go-getter.
It is possible that mnc can offer good bonus, but they can be ruthless to avoid paying too. It is better to assume that the poster is entitled to good basic and nothing above that. This is especially true if the parent company insist the overseas presence follow their bonus structure at home. In the USA, for example, they don't really have a bonus.
The good thing about mnc is they may have fantastic non monetary perks that cover the whole family, and they tend to recognise n reward go-getter handsomely.
Anyway, all this is just assumptions and possibilities.

I work in a MNC. The downside is constant restructuring. Variable bonus can range from 0 to 15 months depending on seniority of the role, performance and job function. The top performers will be handsomely rewarded.
For my function it will be from 5 to 8 months.
