If you're asking about the non-contract kind of roles in GovTech, they do pay really well, 6k and above. I believe some are earning 8k+ as fresh grads, I don't have true verified data on this, just what I read on my local-uni discord...
As for the culture, it depends but generally in large tech companies, it's pretty good. Quick way to tell if whether do they impose specific dress codes, do they have flexible hours? do they have fixed PTO or unlimited? usually unlimited is a major red flag.
Also "culture" and "WLB" shouldn't be team dependent. That's another major red-flag. It should be consistent throughout the company.

culture is team dependent in all large organisations. there should not be major deviations, but minor deviations should be expected --> especially across cap centers which serves vastly different functions (e.g. product development and cybersecurity)
of course, consistent culture across org is the ideal

Unlikely for GovTech. Most staff are deployed to agencies to do vendor management with NCS/ST etc. And that's where most of govtech's revenue comes from also (from fees). So they are the bulk of the company, and the profit centre, and will therefore set the culture. So called "elite" teams are there for marketing only.

TAP is not "most staff". There is a reason why Services group is not participating in TAP
