How much should I ask for? I hear Gov tech pays about 16 months for annual salary and I earn 100-ish k annual currently so ask for 7+k base pay?

Are people who have worked more than 5 years but are still Associates and people who have worked more than 20 years but still cannot be promoted to Senior in Govtech just incompetent?
