The 30 year old MAJ has a lot more room to grow though. Ceiling is still quite far and high, and he has a lot of potential to receive high bonuses.
That said, the 45 year old CPT who has hit the ceiling can relax and coast through his work already (provided his annual comp is already satisfactory)

It's more likely the CPT has some qualification/disciplinary/perfomance issue.
I know of one SAF MAJ who was stuck there until just before his retirement he got his LTC. His work was ok but he just pissed off too many people.
