TGP vs scholar got differenece? Which is faster progression? Or can you be a scholar in TGP how does it work

It's more likely the CPT has some qualification/disciplinary/perfomance issue.

I know of one SAF MAJ who was stuck there until just before his retirement he got his LTC. His work was ok but he just pissed off too many people.
