Can someone explain to me why TOS is so important to CE? Why do we have to do so many rounds of clearance with him? It's endless.

Why is LCH's email address called IMDA_CE instead of his name? I see other stat boards CE use their own names for their email. Is LCH really that egoistic until need people to know that he is the CE?
