yes, there's a HUGE difference.

1) your CEP will be different. cant rmb what CEP stands for, think Career Estimated Potential or smth liddat. diploma CEP at most MX12. with degree, your CEP at least MX11A or MX10.
basically in short, CEP means the final rank that you will achieve/hit before u retire.

2) with degree, your salary increment will be in the few hundreds per year n promotion will be much faster. with diploma, your salary increment ranges from $80 to $150 per year.

Heard that ministries tend to pay less than stat boards. Is that generally true?

Yes but ministry bonus quantum is higher.

Perm or not shouldn't really matter unless you intend to spend your entire 40 year career in the same job.

Default Stat Board vs Ministry?

Hi, sorry this is not directly related to salary matters, but - for those who have chosen a Stat Board over a Ministry before when offered both, may I know what was your thought process behind the decision?

I was given a verbal offer from a stat board (strategic planning) as well as its parent ministry (policy) and am in the middle of deciding which one to accept. Putting aside personal interest and salary/benefits, what are some other things I may wish to consider? Is it easier to jump from stat boards to ministries or ministries to stat boards? How about pivoting to agencies in other industries? Any inputs or thoughts would be greatly appreciated as this is my first PS/CS role. Thanks!

Background: Local uni grad, non-scholar, a few years work experience in a govt-affiliated organisation (not PS/CS).

Were you offered only contract positions? Or offered perm for both?

Both are contract with possibility to convert to perm after a period of time. HR of both places told me this is the standard arrangement for new hires.

I'm taking this to mean that they are perm roles if I can meet the performance.

Just sharing, I joined as 11, policy role. Joined in the same year I was conferred my post-grad degree. Likely because of my experience in pre. They initially offered 12 but I rejected, they came back with revised offer after back and forth for almost 2 months. Must see your HR person willing to help you push or not.
