If you job-hop among ministries (MX scheme to MX scheme), you'll probably go through the 'transfer' process, where you won't get any increment.
If you hop from ministries to statboards, or vice versa, you might be able to negotiate for an increment. That's because there would be a change in scheme.

Resignation from stat board
What is the usual policy on clearing leave vs encashing leave after you tender your resignation? Are you expected to clear your leave during your notice period or not take leave and encash them?
This is with the context of not wanting to burn any bridges with the existing agency.
What is the general sensing regarding this or is it very much dependent on the team and the RO?
Any advice would be much appreciated.

what if it is job-hop among ministries (MX scheme to MX scheme) but instead of 'transfer' process, one resign first and join as "fresh" instead?

Very unlikely you will be able to get a pay revision if you are jumping from the same pay scheme, UNLESS the new Ministry is willing to take you in at a new grade. E.g. MX11 (SM) to MX11A (AD).

This depends on agency's policy. I had experienced with one that can encash and another one requires RO or dept head to justify why you are unable to clear and need to encash.
