For those who mentioned "(n)th year of teaching", does that include the time spent on contract teaching and in NIE?

Wrong. You are out of touch with the present-day situation. The past 3 years (2020, 2021 and 2022) merit increments and promotion increments have been really low compared to just the years before. It disproportionately affects younger officers at lower subgrades, whereas GEO5 teachers who are already drawing over 6.5k+ or 7k+ will barely notice the difference.
Furthermore, starting salary points have not moved much since 2015, especially for graduate entrants, so all in all the younger teachers are getting shafted.
There ARE definitely 5 YOE teachers who have not done anything wrong, but are still drawing below 5k gross.

It’s untrained plus after officially appointed in school.
Excluding NIE and practicum.
For the new batches for 16-month PGDE, I’m not sure
