why would you tell firm A's HR that you're applying for a job with firm B while deciding on their offer? be smart.

it is clear we r not talking about survival here right ? if we have only enough money to eat one meal a day then this is a different question....
a more likely context of the question posed was should i join another company for a few hundred dollars more a month and my answer is a clear no.
if it is millions instead of hundreds again it will be a different context...
by the way i really experienced this before so i can say this in all truth it is worth it.

Did I hurt your feelings? Or did I just point out how you've missed the point completely. There is no moral obligation to speak of here. He is not yet an employee of the firm, and there exists no imagined loyalty to that firm even if you believe in loyalty. All the firm has done is to give him a job offer. It has not paid him a cent, nor rewarded him in any way. Why are you suggesting that the OP should immediately sell his soul to this firm on the basis of a mere job offer? This makes no sense whatsoever.

if u still deciding i think it is still ok.
if u sign , then no.
for some banks if u do this, hr will call their counterpart in that company... those who ever worked for a powerful boss know what an upset boss can do.
my last post on this topic . there is no point saying anything on this further.

I see that you're also a paranoid person. You act like 1) the bosses are little babies born yesterday and have never seen something like this happen 2) the OP is anything more than just one of the dime a dozen entry-level applicants out there and the firm would have trouble filling his place. Have you ever worked a day in the corporate world?

Tell me about it...
I applied for 2 openings within a bank...
the 1st [consumer RM] got back to me within a week & went for the interview...
3 weeks later got an offer and sign it...the very next day the other opening (comm banking as a BDM) came in and i had to reject it... >.<
Up till now still dunno whether i made the right choice or not...
what you guys think...BDM or RM?which has better prospect?

Learn to lie. Just fake some good reason: that you other job offer was from a very close acquaintance who went out of the way to help and that you have verbally agreed to join, but that formal offer came so late that you had thought you were rejected.
Apologize profusely and even meet them up to say sorry. Everyone will forgive you.
