So since I am still part of the organization (despite me serving notice), I am still eligible for the bonus and no need pay back when I throw letter?

If you are already sure you are going to throw, ask HR. Don't leave it to chance on some advice from some online forum (tho I'm sure most of us here mean well).

True, completely understand. But i feel like ask HR abit too obvious I am quitting ah. My next job starts 20 May. I thinking if I should:

1. Play safe and ask the next company if I can start 1 Jun instead. Then throw on 1 May to be sure.

2. Ask HR about it and then throw within the next 1-2 days (I just scared HR will figure it out and ‘tip off’ my RO

What is the PI/MI for MX13 to MX 12 & MX12 to MX11 ?
How long does it take to promote from MX13 to MX11?

Do 1 and you run the risk the new coy might pull the plug. What difference does it make if HR tips off your RO. Don't worry about small things like that. In fact, why are you not courtesy informing your RO first? You are burning some bridges with your current approach.

I am intending to formally tender by letting my RO know. But I would like to have some clarity on the bonus clawback before I tender. Which is why i have this dilemma.

1. Formally tender to my RO on 11 Apr and I run the risk of needing to pay back if I cannot be serving notice as of 30 Apr

2. Check with HR on this first before I formally tender to my RO. But I just scared HR tips off my RO before I formally inform them myself.

3. Tender on 1 May and get the new company to delay start date to 1 Jun.

I know option 3 is probably the least professional, so I am thinking between 1 or 2.

Tendering anytime after 1 Apr and serving one month, you are OK already.

At least you should inform your RO about your intention. Since you have went for the intervoew and got offered. HR is just doing their last part to settle your admin matters and exit interviews. Your PB bonus clawback wouldn't affect after you served your one month after the official notice. By 1 May you can leave for another company.
