i think mx12 C+ 2.3 looks normal to me.
as you move up the level, your quantum increases (this is because to have C+ at mx10 is harder than a C+ at mx13)

this is a reduction of 5%. i dont mind if this is same across the board.
though based on my own "intel" (not solid proof), there is not cut to PB.
