If it is really a quantum amount based on grade, then they are trying to appease ppl who say ministers’ salary is high.

You obviously have not inkling how govt finance works. 7 mil is a drop in the ocean for govt expenditure. Even if they pay the bare minimum of $1000 for year end, there are about 110,000 PS/CS staff. Total payout is already $100mil.

Usually delays happen due to incidents, what incident is it nobody knows and conspiracy abounds..what is objective is there is always an amount set aside equivalent to one mth during work plan and budgeting...I dont think there mich haggling done over the 0.x amount...was 2009 where bonus was not given a year of recession and negative growth? Whatever it is the economy slowing down is due to 2 reasons manufacturing moving out to cheaper places like Vietnam and also the trade war resulting in a strong and expensive sgd...however part of it will be offset by the huge increase in tourism becos many people are coming to sg and thai and oz becos of the hk riots...all in it's a year of change...contrary to believe there isn't really a manufacturing sector in SG most of the time near completed products are sent here and most of it gets packaged and stamped with the made in sg words...what the cs could have done better is have an internal memo reassuring the staff of a confirmed release date and there will be some form of bonus paid..many industries pegged their bonus to the cs as well...all in it's a terrible handling of staff welfare imho
