I was offered the job by the ministry when I was still in the stat board. There was a nett increase in pay, although very slight. In the end I chose to stay on in the stat board due to some considerations. Now I am in the private sector.

" Now, i felt so cheated by HR. They are just using those reasons as excuses for bargaining. Some more, if I am not wrong, there isn't any salary downward adjustment in 2007-2009. HR just wanna take advantage of economy downturn to cut new ppl's salary. "

HR takes instructions from the CEO.. of course they could also suggest to cut since it would take far more effort to improve productivity and they dont know how to do that.

I would suggest you ask for a specific amount and prepare to walk out when the answer is "no".

at first is 3500 but few mths later HR reviewed and decided to adjust the starting pay for all fresh grads and did backpay for adjustments till join date.

for info my confirmation appraisal grade is B , heard my boss said usually all newcomers default is C or C+, perhaps it is a factor in the increment.

i can only say my stat board is under Ministry of trade industry
