There no official definition, but generally people regard them as

More on the outputs, usually 1st tier are those related to the economy or specialised industry - MAS, EDB, MTI, Finance or ASTAR, DSO, DSTA, Legal Service

Then 2nd tier are like those those that deal with a better portfolio not in Tier 1 like MOE, MINDEF, MHA etc.

3rd usually those deal with the public MSF, Nparks, etc.

Usually, pay rate in tier 1 are higher and you can expect more hectic job scope too. The pay in most times correlate with your job scope. So people regards prestige with the role and pay.

For example, my friend with a 2:1 got in a tier 1 stat board for 3.8 including NS pay recently. So if you compare there are differences compared to the one quoted earlier for 3.8 for FCH in MCY.

You can’t group by tiers like this. It works for prestige but not so far. MTI AD (typically 2nd upper) starts at 3.5 to 4k only. Some of your tier 2 might also have similar salaries.

Also, FYI DSO is a private company - not a stat board. Shouldn’t even be in your list.

That why it is more related to the industry/nature of work and capacity than pay.

And to the DSO, it was a typo, i meant FSO - Foreign Service.
