Which offer should I take up?

1) Free tuition fees to take up LLM in a top 25 uni
2) Additional 30k sgd to take up LLM in a top 10 uni

Yes, and for the record, I would take neither as I graduated from NUS law. No need to hide my competence by doing an LLM or Masters overseas.

I would not pay a single cent or waste time doing an LLM at a top 25. Top 25 means it is likely the same status as delisted, which is beneath NUS

I will answer you.
I have a Harvard LLM.

Always go for the best LLM program your grades can get you into as well as the best money can buy. The two factors are not mutually exclusive.

Rankings only mean on thing.
To know whether your degree is a good degree, you measure it by acceptance internationally.
Let’s put this conjecture across.
A Oxbridge degree is recognized in Singapore, for instance. It helps you get jobs, etc in Singapore.
Inverse the situation. Does a NUS degree help you to get a job in London or New York City easily? I think you know the answer.
Nothing to do with selection bias. Whoever brought that concept up has comprehension problems.
