actually for govt bodies, 1st class is quite alot more than 2nd upper. 4-4500 depending on which ministry or stat board.
but anyway, for fresh grads, not much room for negotiation.
usually it is take it, or leave it

Some stat boards offer >5k for FCH from local unis.

Ok a little more info: A degree in life sciences, applying to Health Promotion Board.

To be honest, 4 to 4.5k seems like a stretch. But I guess it's reasonable if they indeed value the 1st Hons that much?

completely ********. as far as i know the highest paying statboard should be LTA. they pay 3.9k ish for FCH.

All the canon fairies come in liao. Which stat board will offer >5k? Unless you are a lawyer (fch 5.6k in one of the SB), there's no way u can get more than 5k.
4 to 4.5k is also unlikely for most civil servants, unless it is defense or engineering related. Even so, I don't think it will reach 4.5k.

speaking from LTA, it is true, it is one of the higher paying sb, first class is definitely not just 3.9. Myself already is 4.2k for a second upper PEB accredited engineering degree from UK and i am not a scholar. So i think 4-4.5k is reasonable. 5k, unlikely but not impossible if you come from a prestigious school. just my 2 cents.

Hey thanks for all your replies. I'm the original poster.
So, its safe to conclude that I should expect at least a 4k? And thus, if by some miracle they offer 4.5k I should just take it already right? Don't want to be too greedy.
The reason is because of the job title: "Senior executive". I got offered (Yes, they emailed me saying they would send an official offer next week) for it even though I'm a fresh grad, albeit a FCH one.
I would expect the "senior" description to give a better pay, hence my expected 4k. Not sure if the "senior" justifies a higher pay, or it's just a title with no implications.
Would really appreciate feedback on this aspect. Thanks again
