I think what makes things worse is when your batch mates are promoted but you're not, even when your RO has reaffirmed your work during review.

Exactly! And they didn't even do the extra project that I was assigned to for years. Probably my CEP pulled me down but I don't think those who got promoted has high CEP too. I also believe I was not pushed hard enough during ranking.

Do you know of anyone who has appealed for promotion before?

Heard before that someone from my department appealed. Heard it from my more senior colleagues. I am not sure how the process went, but that someone went directly to HR I think. If you want to appeal, suggest you gather all your work contributions in a list. Also you should not accept the grading you were given if you wish to appeal. All the best!

Didn't know that one can appeal to HR. Usually, RO will push their recommended candidates to higher management for support. I guessed if one did not get approval from HR, means the support from higher management is not strong.

I don't think you should reject a B grade. It would be folly. The guy probably didn't know you had a B for 2 consecutive years already.
