I am completely shock by this question.
You get promoted when you value add and an opportunitiy arises in the form of vacancy. The combination of these 2 is a rare occurrence sometimes and so the decision is usually final. How on earth can you appeal for your promotion? Do you mean you get promoted just because time's up with or without value add?

I'm more shocked that you don't know that's the culture in PS/CS.
When 'Time' is ripe, you will get automatically 'promoted' for like the average PS/CS staff; which is the Majority. As long as you don't cock up in some major issue(s), the promotion is guaranteed till at least you reached your Glass Ceiling/CEP max. You don't even need to anything 'extra' and 'value adding', I mean it's a joke that you can bring in 'value add' into PS/CS promotion for the Majority. Lmao.
Hence, "Farmers" term is coined.

You are so apt on summarising the reality of things in PS/CS. I did projects, value add and contribute more only to be informed that my seniors are being promoted as they have hit their ceiling and my time will come.

Its how much u wayang or how much the people on top likes u.
If people on top likes u or u know how to "market" yourself, your cep immediately will be raised.
if not, your cep will never be raised n u can just be stuck at same grade forever

Very weird. Usually local U, standard every 2 years promote till MX11A. From MX11A to MX11B will take longer which I believe dependent on CEP. The reason why they promote so fast is also to keep young people in CS.

That's why. Thank you for sharing the same sentiment as me. I performed my core duties well without getting any adverse reports. I did projects too on top of my core and my RO acknowledged my capabilities. Yet I am not being recognised. And the reasons given to me was because my seniors have hit their ceiling and have been longer in service. I find this argument flawed as promotion is not based on merit. Do you know of anyone who has appealed for promotion before?
