Why such variation in merit increment? Some say every year their increment is $300 plus then some is only 100+? Something to do with MX scheme? What about increment for MX12B?

Used to get such increments when I was in Civil Service too. Now, I'm at a tech firm, my increment when promoted is 23%. Non-promo years are 3-4%
Wonder how long the SPS can retain talent with such low promo increments.
