Min 3 years for promo, 2 years if you are a high flyer with projects in line. Admin cluster at my side, JG12 Asst Manager.

Getting good grades doesn't mean an automatic promotion. Similarly, getting average grades doesn't mean cannot promote.
I was a JG15 RO in one of the PHI. Have promoted both average and high performers.
A lot of factors come into play. Honestly, I do not see appraisal grades as a benchmark for promotion. Day-to-day interactions, efforts put into work, continuous improvement, agility and trustworthiness are just some of the factors that I look out for to qualify for promotion. I value employees who can take ownership of the work I delegate without much guidance and hiccups as a sign that he is ready to take the next step up in his career.
Also, it doesn't mean that if your RO recommends you for promotion, it will happen. The senior management reviews all promotion recommendations in every promotion cycle and approve/reject the recommendations. However, your RO can help you by writing a very compelling recommendation such that senior management have no reasons to reject.
I have got promotion recommendations rejected before, and went back to tell the staff what must be done in order to provide a more compelling recommendation next time. Tried again 2 cycles later and it got approved.
As stated by some people here. JG11 -> JG12 -> JG13 usually takes 2 years each if you perform at least average and your RO is willing to fight for your promotion. JG13 -> JG14 is a huge step up and encompass some sort of leadership responsibility, so it will require much more efforts from both RO and employee to achieve promotion, as senior management will scrutinise these recommendations more thoroughly.

is there also a culture of "queues" for promotions? like you have to "wait for your turn" kind?

That is likely to be a consideration. You promote some young punk too fast, you better be sure. If they crash and burn, it reflects very badly on you. You promote someone who's "due", no one says anything.

would say boils down to your team culture.
