I would say generally yes. If ppl higher rank than you haven't promote, it is unlikely that you will get promoted to take the same rank or higher. The management also takes into account the overall composition of each team (cannot be all managers and no executives in a team).
Unless of course there are exceptional cases for exceptionally good staff who really deserves a promotion.

No I'm a Masters of science. Entered JG13 due to the higher qualification instead of grinding from JG11. Unfortunately it's a very small section with less than ten pax... Like what the other poster said, you can't have too many 14 and 15 in a small section. Hence I'm still stuck at 13 after ten freaking years. Only when the 15 goes up to 16, and the 14 goes up to 15, then I will see myself getting promoted.

I was a JG15 RO in one of the PHI. Have promoted both average and high performers.
A lot of factors come into play. Honestly, I do not see appraisal grades as a benchmark for promotion. Day-to-day interactions, efforts put into work, continuous improvement, agility and trustworthiness are just some of the factors that I look out for to qualify for promotion. I value employees who can take ownership of the work I delegate without much guidance and hiccups as a sign that he is ready to take the next step up in his career.
Also, it doesn't mean that if your RO recommends you for promotion, it will happen. The senior management reviews all promotion recommendations in every promotion cycle and approve/reject the recommendations. However, your RO can help you by writing a very compelling recommendation such that senior management have no reasons to reject.
I have got promotion recommendations rejected before, and went back to tell the staff what must be done in order to provide a more compelling recommendation next time. Tried again 2 cycles later and it got approved.
As stated by some people here. JG11 -> JG12 -> JG13 usually takes 2 years each if you perform at least average and your RO is willing to fight for your promotion. JG13 -> JG14 is a huge step up and encompass some sort of leadership responsibility, so it will require much more efforts from both RO and employee to achieve promotion, as senior management will scrutinise these recommendations more thoroughly.

Hmm but why wouldnt you give someone you are promoting an average grade instead of a good one? Promotion meaning you think they did decently well right? Are you saying you’ve given your staff an average grade for appraisal yet promoted them the same in the same cycle?

So people who get B or C grades can still be promoted In The same cycle? E.g Ijust got a b for Fy2024 appraisal- do I stand a chance

nuhs joined in 2022 May.
2023 - MR
2024 - MR and promoted to AM.
so far i have been working at one of the nuhs institutions so get 2 consecutive c and be promoted.
realise different ro got different takes on how one promo, some is turn based, some promo u once and ur time is up, some are more sadistic than you want to demonstrate proficiency in the next grade for years before they submit the promo form
im just fortunate i have a very lucky ro that understand that execs don't earn much and do everything to help make our lives better. it makes me want to work for her even more.

i think we can all agree that the exceptional cases never ever happens. no RO will put themselves in danger and promote a younger staff that show better potential or more deserving.
they rather give the disgruntled auntie/uncle a promotion and kick you down the next cycle.

Yeah you have to understand it's not about you. It's about them too. They promote you, the auntie uncle who has been there for years get pissed and rebel or talk **** about them. Are you worth that risk? You have got to be insanely exceptional for someone to risk that
