MTI here. No NS, local uni FCH. started last year 3.5k as AD.

just curious what was your role previously and what you studied?
what sector the ministry are you joining?
I think your 0.5year jobless and 2 years exp was why they gave u MX12 and 3.5k offer
Generally, MX12 ranges from $2.8-$5.8k, and because you only have 2 years Exp, assuming is related.
Govt don't match private-sector pay, you take it or leave it.
Govt HR will not help you to fight for that 100-200 extra because of the approval processes and there's a salary determination to calculate what they can offer... and yes, the school and what class of degree still matters sadly.
i suggest you should think about how the total annual pay out and the stability

SUSS graduate with 2 years exp. Offered MX12 $4.5k. They do look at your experience.

Would it be a norm for MX13(1) to progress to MX12 eventually? Or it is more of an exception?

6. mid-Nov 2017 official offer
7 late Dec 2017 join the ministry - was on contract so AWS & PB was received in Oct 2017 before i left the previous org :P

From what I gathered here, so it does seem a long wait to finally get to see your Appointment Letter from the day that you were interviewed for the civil service.

Hi. May I know previously your 2 years experience is with or without degree?
I have 8 years experience with dip, recently got a degree from suss and trying to get a 1k increment from my previous executive job. Now applying for manager job.... so trying to know if able to get this pay jump

How much are you asking for? I got 10 years working experience and I got my degree in 2019. Part time studies though.
