hi, i am the OP.. i am 39 this year, joined PS at 34 YO as mx11a and promoted to mx10 at 37 YO (2 yrs ago)
its true that it not easy for farmer like us to promote to mx10 at mid 30s. back in 2019 when i was 36, my management did put up recommendation for my promotion to mx10 (when i was 36) but was eventually rejected by HR citing that "everything was okay but based on our HR policies, staff needs to perform very good for 3 consecutive years before considering the promotion". - to me, this is crap because i have seen scholar promoting within 2 yrs.

to also add, not to give false hope to everyone.. in PS, our annual package is very largely depends on bonus (performance). ie.
a mx10 with band C will get PB of 2.2months, while band A 4.6months. the different to the bonuses alone can be quite huge (20k)

Govtech don't follow the typical mx scheme, that is the reason why they have a higher base pay.
in fact, Govtech had pre-merged a portion of the bonuses into the base pay. their annual package for avg performer at grade H (mx11a equivalence) is about 15 months while in my current agency is 17 months

contract positions
what is with the slew of contract jobs (9 - 11 mth) being offered by many of the government agencies these days?
are they to create temporary employment opportunities during the pandemic or it is how things work these days, ie 1 or 2 year contracts are rare.
Are these contracts renewable or will I be out of a job after 11 mths if one take it up?

Last year my increment was only $100+ for C grade at MX11. Lowest increment I've ever gotten. At the time I thought due to Covid the budget was cut, but now I wonder if I was lowballed?
