I was from a stat board for around 4 years then joined a ministry at MX12
2 years later promoted to MX11, and another 2 years later (last year) promoted to MX11A

MX12 to MX11 is typically anywhere from 2-5 years, so you were a little behind average on that front, probably because of your transition from stat board to Ministry. However, your MX11 to MX11A is quick! It 's 3-5 years typically, and maybe even never for most people.
Your experienced added up altogether is 8 years, but you said you had 10 YOE so I guess you were in private sector or studies for 2 years.

Yeah private sector for a year, then took a 6 month break before going from SB to ministry
My progression does seem quite fast after I joined ministry but I suppose overall it's still average..

When averaged out, its average. But for someone who was "late" to the game, it's pretty quick. You were an AD at I'm guessing 31 as a female, or 33 as a male, which is decent.
The more important question if you are thinking progression, is your LP. If you are LP9 or higher, you will more likely then not be put on a talent programme by your Ministry, if you aren't already on one. There after, it's just grinding out B performances to give them reasons to promote you. The criteria as you know, is 2 Bs in 3 years, with the year of promotion being one of the Bs to get a "green light" for a possible promotion.

There's no typical LP for farmers. Getting an LP (i.e. Min MX 9) is already a good achievement. Most people don't get an LP of 9, meaning they end their career as MX10 (SAD or DD).
