is NEA consider as tier 1 stat board? do their bonus payout follows that of CS?

I do not know if NEA is considered Tier 1 stat board. But no, stat boards do not follow CS, though they are recommended to do so. I used to come from a tier 1 stat board as well, but they do not follow at all. HR always BS say will take into consideration and include in the PB, but it never happen. Same for those merit increment.
So it varies from stat board to stat board; see if yours follows!
