Yes, having a masters is a requirement for the specialist track regardless which branch you are going.

Money alone does not solve this problem. We are not expecting the attrition rate at the geo3 level to slow down at all.

yet the existing teachers who rose through grades faster in the older system are saturating the organisation with senior positions, making more difficult to get any portfolio or promote.
the more senior geo 3 is ranked with the scholar geo 3, yet the scholar might be better due to higher CEP (actually because of better A levels results back then at 18 years old)

Don’t worry. Many of this group of scholars have left, either for other ministries or private sector.

Not everyone has honours. Nor does everyone have a degree.
Non honours grad, starting pay only $2.8k?
Those without degrees, with only diploma in education (mostly in primary school), are paid based on their A levels or Diploma. A level-holders start from around $1.6k. After completing diploma in education, around $1.8k.
