Hi, I’m the other guy. LOL. The reason I asked my question was because I have noticed peers around the same age/substantive grade have quite wide variations of progress and even when on the same grade, the salary range is diverse. I’m a farmer, not scholar. But considered playing a specialist role in my ministry

only economists are real specialists in gov

many "engineers" in stat boards are paper pushers

there're some exceptions here and der

Certainly quite a number variables. Ministry vs stat board, technical vs general track. There are also premiums at some agencies, notably the defence related ones.
