Guess he must really hate his current role, or there really aren't many opportunities in the market.
i thought 14 days is normal? at least for the engineering sector. saw a lot engineering jobs with 14 days.

No idea, not in engineering. For anything finance related in general, 14 days is extremely poor. It's like going on 1 less vacation a year.

it’s a lousy deal. TS may not have factor in other things like training into package. contract jobs usually have no intention to groom or train employees

I think it should be higher for a contract role, especially for a hot field like semiconductors. Perhaps keep looking for now.

How much would the average contract pay be for a fresh grad?

Varies by industry but I would think it should be 10-20% higher than what you would get for a full time role at another company of similar size. You need to account for the lack of benefits including medical etc, not to mention a guaranteed full time job after a year.

Bro, if you fresh grad and get this offer, I say take it.
Nothing to lose as its pretty good in my opinion.
If you wait longer, might take even longer for next offer unless you damn lucky during this tough period.
