Wrong way round. HQ (mapletree) does vendor management. Those attached to agencies from HQ also do vendor management. Only Hive and Funan (satellite offices) does in-house engineering. Of course, there are exceptions here and there.. but this is true for 90% of the cases.

On the topic of vendors, let me just share that GovTech does certain things ... unusually, shall we say. They have been outsourcing the management of certain projects to vendors (based within govtech). So you literally have external vendors managing govtech SWEs. Role reversal.
