Scholars mainly do the staff work, planning and vendor mgmt.

not true. scholars in my team doing engineering work (SWEs)

Outsourcing is definitely not dead. Most non-tech F500 companies outsource their software to vendors. Most gov agencies outsource their software to vendors. Heck, most GovTech staff are vendor managers (those attached to agencies, in particular). The shiny in-house engineering stuff that GovTech likes to publicize represents a only small portion of GovTech, which only represents a small portion of the public service. So no, outsourcing is definitely not dead. Just need to look beyond the shiny advertising.

In the case of TAP leh? They work in HQ and do the engineering work or also vendor things?

TAP is a management trainee program, those ppl are expected to become product managers or take up junior mgmt roles after the rotations end. Unless you are working at Hive, most of the tech work is mainly managing vendors as an end user.
