It is true that cs looks heavily into ur academic qualification to determine ur cep and progression. Even if u r a good performer in cs(without upper hons & abv), you will only get a good performance grade yr aft yr... You will not haf the career progression u desire...

As much as I would like to say the opposite, it is true that it's very very hard to enter civil service with 3rd class honors or below. But entering public sector is a different story. That means applying for jobs in stat boards and agencies under ministries.
You can try your luck there, and then hope to get posting to the ministries if you've good performance.

Is your 3 years experience relevant to the offer? Also, what % increment from your current salary? It's hard to justify whether the offer's ok with insufficient information.

Yes, the offer is realistic. A few years ago, I was offered the same amount and then, I had 1 more year of experience.

It is possible if your starting pay is high. But given that you do not serve NS, and a non-scholar, it is not possible for ministry to offer you 4.2k. Maybe you should tell us more about yourself, then maybe we can understand why Ministry offered you 4.2k

I know a female fresh grad with 2nd upper making $3400 in a SB.
a $800 increment over 3 years sounds reasonable.
