What you need to know is, everyone in civil service starts out on a contract. Its only a matter time as what the previous poster said - in a 1 year contract, you get to know at about the 10/11th month mark if they deem you good enough/have headcount to emplace you; in a 2 year contract, its around the 22/23th month mark.

However, what you need to know is there are some roles where there is NO potential for emplacement. These are typically for one-off projects that may take months or years.

In short, if both the jobs did indicate some potential for emplacement (depending on your performance/headcount availability), just pick the one you like more.
