Are IT jobs in public sector mostly about procurement, outsourcing, vendor management, presenting ideas/projects to stakeholders during visits and public outreach/education?

If I am looking at doing IT jobs doing implementation, should I be looking at private sector vendors instead?

With regard to workload and working hours, comparing ministry to statutory board, which is usually worse?
