1st things first, C minus is below average already, so confirm the school has some documented information before they can assign you with this (been in ranking panel for some time and A graders, B with higher quantums, C-/D graders, all need some form of justification and documentation. For my school at least.
You should already have a generic sensing before you get this grade right? Schools don't just give C minus or D to people. Usually once mistakes are made, or you are falling short of the expectations your subgrade comes with, the RO will usually inform you, or let you know that this will affect your ranking.
Unless your case is the school suddenly just put you C minus, without any prior informing, if not I don't think you stand a good chance of success. Some schools may not be direct and just let you know e.g. your classroom management currently is below par, or that your T&L side not good etc.
Of course, if your C minus is because of some mistakes that you've made (in most cases there are), such as my school (e.g. GEO 5 but didn't lead their PD team properly, exam setting copy from other sources but never declare, department worksheets never complete but chuck it in the classroom, ethos issues etc.) then 0% le. Because facts are there.

I actually had no idea the starting base for GEO2 had been raised so much post-COVID. The range is known by everyone, but many didn't expect new recruits to be so near the ceiling. Must be the need to attract young talented graduates?
On the other hand, GEO5s hitting the ceiling is also a very real problem. The newly created 5A resolves this temporarily but may not work in the long term since the 5A ceiling isn't very far off. Hitting the 5 or 5A ceiling is a motivation killer which I am sure HR is aware of. That could be because in the past, promotions were fast and furious...which could also be why promotions take a longer time now? to solve the problem created previously?
I suppose everyone can only wait for 6 months to know about HR's final decision. My guess is that a completely new trend of career progression will surface very soon.

GEO2 here that finished PGDE in 2024. No mid-career just straight away NS then NTU degree to NIE. Starting salary 4.3k leh. My female counterparts are only getting around 3.8 - 4k depending on how they did in the PGDE course.
Don't think the 5+k is true? unless mid-career switch with some YOE in private sector etc then they took a pay cut to 5+k?
Any other GEO2 can confirm the info?

5+k should be mid career switch. Placed in Geo 2 after practicum but bumped up to Geo 3 within months.

Well, I was given the most problematic class as my form class. And after they see that I managed my class well, they gave me an "all-star" class to teach as my subj class. How does this all star class came abt? They actually divided the class into 2, one class with all the well behaved students, while the other class is my class. Before I took over the class, the class couldn't even start WA because of behavioral issues. After I took over the class, there were no more such complaints. So I doubt if it's becos of T&L
I am not complaining about the students. I mean why they wanna throw all the dirty jobs to me if I am so lousy?

Sounds like a mismatch of expectations and lack of clarity. A lot of suspicions and assumptions. Do set up and have an honest convo with your boss!
