1st things first, C minus is below average already, so confirm the school has some documented information before they can assign you with this (been in ranking panel for some time and A graders, B with higher quantums, C-/D graders, all need some form of justification and documentation. For my school at least.

You should already have a generic sensing before you get this grade right? Schools don't just give C minus or D to people. Usually once mistakes are made, or you are falling short of the expectations your subgrade comes with, the RO will usually inform you, or let you know that this will affect your ranking.

Unless your case is the school suddenly just put you C minus, without any prior informing, if not I don't think you stand a good chance of success. Some schools may not be direct and just let you know e.g. your classroom management currently is below par, or that your T&L side not good etc.

Of course, if your C minus is because of some mistakes that you've made (in most cases there are), such as my school (e.g. GEO 5 but didn't lead their PD team properly, exam setting copy from other sources but never declare, department worksheets never complete but chuck it in the classroom, ethos issues etc.) then 0% le. Because facts are there.
