Regarding 2), when you mean perks do you mean just the monetary perks that respective scholars get or career progression wise? When I ask teachers about it they usually say not much difference. If one non-scholar and one TS/TA holder have outstanding work, will both be equally viewed as doing the same amount of good work? Or another question would be would TS/TA be given more assignments that shows competency?

Different practices in different schools. Why don't you ask your RO or Principal? They have the answer you are looking for.

You got see DGEs and Perm Secs coming from non scholar backgrounds?

As expected, definitely not, but my original question was asking whether TS/TA holders were considered "scholars", or "scholar backgrounds", and whether is there also a differentiation between TS/TA.

All other scholarship schemes except for EMS and PSC are nothing special when teachers are in service. PSC and EMS scholars are given compulsory rotations within the ministry or outside the ministry, and they start with higher CEP (given by HQ for schools to endorse).
(I was a local MOE teaching scholar)

It's not so straightforward, its contextual and school-dependent. Depends on how much your RO and SLs value you and advocate for you (or not).

Anniversary promotion?
Is there still anniversary promotion in October?
Geo 2 (served NS)
Been a BT for 1.5years.
Didn't get promoted this April due to unknow reasons (perhaps is because MOE trying to slow down promotions). I tried to ask my RO and my RO said I am doing fine and did things that is beyond my level and YET I DIDN'T GET PROMOTED!!!!!!!!!!!

No, I think it's well established that "anniversary" promotions are no more. Nobody gets automatically promoted anymore, you have to earn every single one.
As for how exactly to earn it.. idk. Welcome to dealing with the big black box that is HR's opaque policies.
