u clearly have little knowledge of how the broader system works and perhaps it’s the fault if SLs for not explaining it. but it also suggests ur cep isn’t very high.
it’s part of how the public service works - which you can know from reading extensively on how this country runs.
call it elitism but there’s a broad corelation bet strong academic results and thinking abilities which is needed for the top rungs for the system to work. n no these scholarship holders didn’t not flung all internal exams and exam crammed for the A levels to get a scholarship. JCs appraise these potential scholars quite honestly.
yes there are late bloomers but this doesn’t mean the scholars shouldn’t be groomed further esp since taxpayers money hv gone into funding their overseas education. they were NOT selected to be classroom teachers for life.
SLs know this. fyi the most senior principles sit on interview panels for these ppl.
if SLs don’t do this , they are not doing their job as public servants in ensuring that tax payers money is well spent .

They answer to their ROs lor.
Same EPMS, and they are supposed to support and develop officers assigned to them. It would reflect very badly on their people development skills if they cannot 'develop' these high tier scholars assigned to them.

hv a conversation with ur SL. RO may be no use - that person may well hv sabo u at ranking
by the way u can also appeal to HR. it’s a right . in IM which binds the entire civil service.
i am shocked many teachers hv no idea. this is fertile ground for exploration - the oppressed do not knkw they have rights!
true story. i knkw those who appealed who were promoted the next year or at least given extra responsibilities then promoted.

Based on 2021 geo4 and 2023 HQ, I don't suppose you were a KP before going to HQ, right? If so, depending on your current designation, you are only likely to get your SEO1 after returning to school and spending a year or two as a KP.
Should have taken up a KP role before going HQ, if you ask me... but your progression is not bad.
