Why are some KPs who are HODs stuck in SEO1 for many years and others promoted so quickly within 2-5 years? Is it because of performance or different CEP? What are the factors involved in determining promotion? Does performance come into greater play here at SEO? Is it then better to be at SEO1 as easier to get better PB as HOD than SEO2?

That's a silly remark. It's always better to get promoted. Clock in YIS, but base pay higher. Bonus is not guaranteed but salary base pay is...

After 7 years, salaries can diverge a lot.
Size of merit increments can vary by a lot during the non-covid years especially. It can be as low as 170, as high as 310 at the lower subgrades.
Promotion year from geo3 to geo4 matters a lot for these few cohorts. If you were promoted to geo4 just before the Oct'22 salary revision, you lose out a lot. The biggest difference can be observed between officers getting this promotion in Apr 2022, vs those getting it in Apr 2023. The latter in some cases can overtake the former in salary point.
Starting salary also matters. For those with 7+ YOE, they joined in the era when starting salary differed a noticeable bit based on honours class and other pre-service factors.

I'm the other 33 yr old male. Same as you, promoted GEO4 in 2022. Got one C+ (first year) then straight Bs till today, so we are similar except for the pay. It seems like good performance grade doesn't play a part in MI, otherwise we would not have that $500 difference. A colleague who got A last year received only $157 (not at ceiling).

Not OP, but your friend must be mistaken. I attained an A and an increment of 312 in geo4. In years I got Bs, increment was lower at 2XX. Perhaps.. OP had more As? 😂 Maybe his starting pay higher cos 1st/2nd upper?

Looks like those who joined or get promoted during Covid period have it the worst. On the outside it looks like govt is doing something with the salary revision but actually the pay or increment is the lowest. Hope the OP who claimed that he/ she is from MOE HQ earlier can give us some clarity on this.
