To get promoted one year earlier than your cohort mates signals higher potential and/or performance, which should be rewarded with a higher salary, not lower.

But your point that the person promoted earlier have more potential means your point isn’t entirely valid? I mean if the person has higher potential hence promoted earlier then he or she shouldnt be so bothered by small differences if on the longer run will be promoted faster to the next grade what.
